We can't say it any better than WordPress, but we will add that it's programmed with PHP and your blog data is stored in MySQL database. It's free software for anyone to use.

What is a WordPress theme?
Themes are skins provided for your WordPress blog that will allow you to control the overall look and presentation of your material posted on it. In every WordPress theme, there is a collection of files that work together with WordPress that will allow for you to stand out from the rest. They usually include customized template files, images, and other various items that is up to thed designer to choose.
Downloading Themes
Aside from ShareTemple, there are many sources to getting WordPress themes. We are a great place to start though, all of our themes are provided to you for free.

Setting up your theme is probably easier than choosing which theme is right for you. The steps below will guide you through the installation with no pain.
Uploading your theme

Download the compressed file that contains your theme (Usually a zip file)
Click here to download a random theme from us - Extract (Unzip/Untar/Winrar) the compressed file. Make while unzipping with what ever application you use that you don't destroy the original structure in place set by the designer. If altered, it will most likely break your theme.

With what ever FTP client you prefer, connect to your web server and upload the folder of your
theme into following directory: (the web root of your files)/wp-content/themes/
Note: If you're not sure what to use for the FTP client, you can use WinSCP or Filezilla
Activating your theme
- Locate and log into your administration control panel for your WordPress site (usually http://domain/blog/wp-admin/).
- Click on Presentation
- Choose the Theme that you just uploaded and installed
- Click to "Activate" the theme
- Visit your blog home page and enjoy your new WordPress blog
